Meet the Board

New board members were most recently elected at our November 2025 Annual General Meeting.

Here are the current board members:

Catherine De Carlo - President

I’ve lived here for two years with my husband, our two boys, and our dog, Toast. I was raised by Russian immigrant parents, so clear, practical communication has always been part of how I work. I studied Community and Justice Services at Algonquin, then started my career as a behavioural counsellor in group homes before moving into communications and change management in the federal government.

Most of my work has involved navigating bureaucracy and governance, keeping information clear, and helping teams move projects forward.

Here in Chapel Hill North, my focus is on making sure residents feel heard and genuinely represented in the work we do. I’m also putting the structures in place to keep the association organized and stable through future board transitions. My family spends a lot of time in the Greenbelt and at our local park. We’ve felt the genuine welcome from the neighbours around us. Having a community where our boys grow up surrounded by familiar, kind, trusted faces is something we value deeply.

Candice Benson - Vice President

I officially moved to the neighbourhood in 2021, (but actually fell in love with it years earlier while staying with my brother in 2016). Now I’m lucky to call it home with my partner, Mike, and our son, Leo, who joined our family in 2022. Since moving here, we’ve been blown away by how welcoming and generous the community has been—it’s exactly the kind of place where we want to put down roots and watch our son grow up.

 

That warmth has inspired me to help build an even stronger, more connected neighbourhood, whether it’s through fun events or creating shared spaces that bring people together long after the festivities are over. As the association’s VP, I’m excited to support community voices in local development and help ensure this continues to be a place where everyone feels at home. I’m truly grateful to be part of such a wonderful community!

Tristan Pelletier - Treasurer

Tristan was born and raised in Chapel Hill North, and after travelling the world during his military career, he eventually returned with his wife and two children to the neighborhood he has always considered one of the best in the city. Tristan deeply values strong community connections and is committed to helping preserve the unique charm of Chapel Hill North.

After serving in the military, Tristan transitioned into the field of real estate, where he developed experience in sales, management, and development. These skills support his role on the Board—particularly in understanding operating budgets, risk management, city zoning regulations, and collaborative decision-making.

You’ll often find Tristan around the neighborhood: walking the trails with his family, bringing his kids to Étoile de L’Est Elementary School, or occasionally spotted on a local bus stop ad for his real estate work. His roots in the community and passion for its future guide his dedication to the association.

Nancy Kay-Gagnon - Secretary

Nancy has lived in Chapel Hill North for almost a decade with her husband and two children. She can usually be found shuttling her children to various sports venues and events. Nancy is using her extensive administrative experience from her hospital work to help improve communication to our community. She also helps our community by moderating the Buy Nothing Chapel Hill North Facebook group and serving as school council treasurer for Chapel Hill Elementary School.  Nancy is looking forward to helping organize local events for the community.

Jeff Collins - Director of Parks & Environment

Jeff Collins has been an active resident of Chapel Hill North since a lock down in 2021. You can find often him identifying invasive species or tobogganing in Roy Park. Jeff has a strong background in horticulture and community gardening. It’s a life long goal of his to create a Strong Town with parks and natural amenities that would be the envy of the rest of the City of Ottawa.
